I'm LC 6 and almost 7. Leveling seems to be reasonably paced... very slow compared to the first 20 levels of WoW, but you make progress.
I haven't decided if I'll go with the fishbowl for my commander ship.
I'm getting things figured out... wish I could figure out the 'rare BOff" thing... I just don't know what I'm looking at.

Yeah, I think this was meant as a STO thread reply, but that's ok 
Leveling seems to be sort of backwards from other games, picking up steam the higher you get. With my newest ship upgrade I'm seeing ships that would take some time before dropping like flies.
If you want to try out different ships, they're usually affordable. If you need some cash to try out something new just let me know!
So far as green or blue BrOs are concerned, they will have either special traits or rare abilities. They may have resistance to different damage types on the ground, or an ability you can't get at the trainer, or an ability that usually would require a promotion to use. Pretty much just compare the abilities they have to what your guys have and train if you would prefer their ability. If you don't have any use for a BrO you pick up, you can sell it on the exchange.
And since this is way too helpful for a Leanders post, I'll add my guy's in-game biography!
